Why Is ISRO Letting Private Companies Run Its New ₹950-Crore Spaceport?

Every time India makes a major breakthrough in space, one name immediately comes to mind — ISRO. From putting satellites into orbit with remarkable precision to reaching the Moon and Mars, the Indian Space Research Organisation has repeatedly shown the world what India can achieve with limited resources and a relatively modest budget. Over the years, ISRO has not just built rockets and satellites; it has built India’s reputation as a serious space-faring nation.
That is why the latest move involving a new ISRO spaceport is raising eyebrows.
India is building a nearly ₹950-crore spaceport at Kulasekarapattinam in Tamil Nadu, specifically for small satellite launches. Now, the government wants an eligible private Indian company to operate and manage the facility.
The obvious question is: Why would ISRO build such an important facility and then allow a private company to run it?
Is ISRO trying to reduce its workload? Is the government becoming more dependent on private companies? Or is there a much bigger strategy behind the move?
The answer is actually more interesting than the headline suggests.
ISRO is not selling the spaceport
First, there is an important clarification. ISRO is not selling the spaceport or giving away the ₹950-crore facility to a private company.
IN-SPACe has invited Expressions of Interest from eligible Indian private entities to take over the operation and management of the Small Satellite Launch Complex at Kulasekarapattinam in Tamil Nadu’s Thoothukudi district. The infrastructure is being developed as part of India’s public space infrastructure, while the selected private operator would run the facility and provide commercial launch services to launch-vehicle operators.
ISRO will not simply walk away after handing over the keys. It will provide technical guidance, operational support, training and handholding to the selected company. This support will continue until three launch services are completed or for one year, whichever comes first.
So, this is not really a story about ISRO stepping out of the space sector. It is about ISRO creating the infrastructure and allowing private industry to take a larger role in commercialising it.
And that difference is crucial.
Why is ISRO making this move?
For decades, India’s space programme followed a government-led model. ISRO had to develop launch vehicles, build satellites, conduct launches and manage the infrastructure required for those missions. There was little private capability to share that responsibility.
But India’s space sector is no longer the same.
Private companies are now developing rockets, building satellites and creating space-based services. The space-sector reforms introduced in 2020 opened the door for private players to participate across a much wider part of the space value chain. IN-SPACe was created as the interface between the government space ecosystem and private industry.
The next logical step is to open up launch infrastructure as well.
That is exactly where the Kulasekarapattinam spaceport fits in.
The bigger picture is not that ISRO is giving away something it built. The bigger picture is that ISRO is trying to turn India’s space infrastructure into the foundation of a much larger commercial space industry.
Is ISRO unable to operate the spaceport itself?
There is no indication of that.
In fact, the opposite is true. ISRO is the organisation developing the facility and has the technical expertise required to support its operations.
A simple way to look at it is this: ISRO is building the infrastructure, while private industry is being given a larger role in running the commercial side of that infrastructure.
Why would ISRO want to do that?
Because ISRO has much bigger things to worry about.
The organisation is working on programmes ranging from Gaganyaan, India’s human spaceflight mission, to lunar exploration, space science missions, advanced launch vehicles, reusable technologies and next-generation satellite systems. These are complex programmes that require enormous scientific and engineering attention.
At the same time, commercial demand for small-satellite launches is growing.
If ISRO has to manage every commercial launch, every private customer and every small-satellite mission on its own, a significant amount of its institutional capacity could be tied up in routine commercial operations.
That is where private participation becomes useful.
Let private companies handle more commercial activity, while ISRO focuses on the missions that only a national space agency can undertake.
That does not make ISRO weaker. If anything, it allows ISRO to concentrate more of its resources and expertise on the next generation of India’s space ambitions.
Why does India need a separate spaceport for small satellites?
This is another important part of the story.
The global satellite industry is changing. Satellites are becoming smaller, cheaper and more numerous. Startups, universities, research organisations and private companies are increasingly building small satellites for communication, Earth observation, technology demonstrations and other applications.
But building a satellite is only half the challenge.
It also needs a ride into space.
That is where rockets such as ISRO’s Small Satellite Launch Vehicle, or SSLV, become important. SSLV is designed to carry payloads of around 500 kg to Low Earth Orbit and is intended to serve the growing small-satellite market with a quicker and more flexible launch model.
Imagine a startup that has already built its satellite and found a customer. Another company may have a rocket ready to launch it. But if suitable launch infrastructure is not available when needed, the entire business can be delayed.
For a growing commercial space industry, that can become a major bottleneck.
This is why the story is bigger than a rocket.
The launchpad itself is becoming a business asset.
Why Kulasekarapattinam?
The location of the new spaceport is also important.
India’s primary spaceport at Sriharikota has been the gateway for the country’s major launches for decades. But certain trajectories from Sriharikota require a manoeuvre to avoid flying over Sri Lanka. That can mean additional fuel requirements and trajectory constraints.
Kulasekarapattinam, located on the Tamil Nadu coast, offers a more direct southward trajectory for suitable small launch missions. That makes it particularly useful for small launch vehicles and can improve launch efficiency and payload capability for relevant missions.
The facility is therefore not simply another launchpad.
It is being developed as a dedicated gateway for India’s growing small-launch and private-space ecosystem.
So, what does ISRO actually gain?
Quite a lot.
The first advantage is that ISRO can reduce the amount of institutional capacity tied up in commercial launch operations. The second is that Sriharikota’s infrastructure can be made more available for other important national missions.
ISRO has specifically highlighted the value of dedicated launch infrastructure for Non-Governmental Entities because it can reduce the amount of time private launch operators occupy facilities at the Satish Dhawan Space Centre.
That means a private company getting access to Kulasekarapattinam is not simply getting a new place from which to launch rockets. It can also help create more room within India’s existing launch ecosystem.
The third advantage is for private companies themselves. Better access to launch infrastructure can make it easier for Indian rocket companies and satellite businesses to plan commercial missions.
The fourth is strategic: if India wants to compete in the global commercial launch market, it cannot depend entirely on a government agency to handle every commercial mission.
And the fifth may be the most important one — ISRO gets more time to focus on the difficult missions that define India’s long-term space ambitions.
But who can actually operate this ₹950-crore facility?
It is not an open door for every startup.
The eligibility conditions are deliberately strict. The applicant must be a non-government entity under Indian ownership and control and must have been operational for at least seven years. It must also demonstrate substantial experience in large infrastructure projects.
There are tough financial requirements as well, including an average annual turnover of more than ₹2,000 crore in any three years during the previous five years and a minimum net worth of ₹1,000 crore at the time of submission.
So, this is not a case of handing over a strategic ₹950-crore facility to a small or inexperienced startup.
The government is looking for a company with the financial strength, infrastructure experience and operational capability to manage a facility of national importance.
The real story is bigger than one spaceport
For decades, India’s space story was essentially the story of ISRO.
That was necessary because India first had to build its own capabilities. ISRO had to develop rockets, satellites, launch systems and the expertise required to operate them. It had to prove that India could compete with much larger space powers.
It succeeded.
Now the challenge is different.
India is no longer only trying to prove that it can launch rockets. It wants to build a large and globally competitive space economy around those capabilities.
That requires private rocket companies. It requires satellite manufacturers. It requires space-tech startups. It requires investors, suppliers and customers. And, increasingly, it requires commercial access to launch infrastructure.
The Kulasekarapattinam spaceport is part of that transition.
So, the question should not simply be, “Why is ISRO giving its spaceport to private companies?”
The more important question is: “Why should ISRO do everything itself when an entire private space industry is now emerging around the capabilities it spent decades building?”
The answer is India’s next phase in space.
ISRO built the foundation. Now private companies are being brought in to build a much larger commercial ecosystem on top of it.
The ₹950-crore spaceport, therefore, may look like a government facility moving into private hands.
But the bigger story is something else.
It is a sign that ISRO is moving from being the organisation that does everything to becoming the institution that enables an entire Indian space industry to grow.
